Mass of 1 L of water in aquarium = (1 × 1000 ml) × (1 g/ml) = 1000 g
Minimum mass of O₂ in 1 L if water in aquarium = (4 mg/L) × (1 L) = 4 mg = 0.004 g

Minimum mass percent of O₂ in aquarium = (0.004/1000) × 100(%) = 0.0004%
