Statistically, it depends on location. Here in Michigan, the coldest temperatures have occurred in February, albeit they weren't nearly as prolonged as the cold waves of January. I'd speculate that the arctic is colder in February, which is why the cold fronts have been more potent. The reason for that is that the rate at which warmth escapes into space reaches it's climax later in the winter, based on what I know about weather. Think about it this way: the morning brings with it colder temperature than earlier at night, and likewise, February is later into the winter and the arctic has been deprived of sunlight for longer. At temperate latitudes, the question of whether January or February is colder depends on year, as it is variable.
