The other tissue paper would burn only if it reaches its ignition temperature. Because the burned tissue paper is completely soaked in water and the temperature is low, other tissue paper would not be lighted on fire.

not if you put the fire out completely. the problem is that people don't and still throw the residues in the trash. Tissue paper gets really wet easily so not usually a problem. A soggy mass of almost paper-pulp won't be starting any fires.

Only if the water did not extinguish it. You aren't sure if the water did extinguish it. It is not as easy to ignite t.p. if it is compressed leaving little space for oxygen to feed a flame.
