When a woman says an article of clothing "cuts her accross the chest" what does she mean??

Either she means what kelvin said, that it's too tight and compresses her breasts, or that something about the line or print of the garment falls across the chest in a way that is unflattering.

I have two tops (both gifts) that do this. A seam that should be below the bust falls almost up to the fullest part, which is really unflattering. I need to add both to the donate pile.
