What is the best most creatively free computer program to make electronic music?

What program makes it easiest to input samples downloaded from elsewhere and edit them with added synths. Without running into any roadblocks or having to jump through any hoops?

Tracktion.Tracktion 6 is totally free and unrestricted; grab that and also get the demos that go with it, they have examples of creating by using samples.

I'd say FL Studio, but that's my preference. I believe it's the easiest I've used.

Voted up FL Studio, which I was most successful with when importing from an electronic drum kit.
