Is it true that it is hard to take down Ballistic missile when it is outside from atmosphere?
I mean is military defence usually don't take down a ballistic missile until the missile go in an atmosphere?

I heard it is. Plus there are missiles that release multiple warheads. Some are dummies to make it much harder than it already is to diffuse a nuke.
Outside of the atmosphere means more than 100km away from the surface. Moving quite fast.
You would need something really fast to reach it.
That something needs to be really accurate in order to not miss the missile.
LASERS do not need it in the atmosphere.
