Yes, it can. Comcast can give a discount to their streaming service but, throttle back Netflix. It is a genuinely awful plan.

When Trump's FCC kills net neutrality, the service providers will be able to convert to a system similar to cable television. You'll have to pay more to access the sites you want, similar to paying more to get HBO with your cable package.

Yes. It is law in a lot of different countries, and the current FCC chairman supports repealing net neutrality. It could easily happen.
