Yes, it can. Comcast can give a discount to their streaming service but, throttle back Netflix. It is a genuinely awful plan.

The FCC committee is made up of 3 GOP / 2 DEMs. You folks will have to live with those votes / results, today.
When Trump's FCC kills net neutrality, the service providers will be able to convert to a system similar to cable television. You'll have to pay more to access the sites you want, similar to paying more to get HBO with your cable package.
Of course you can be required to pay for social media. You get charged for the telephone and cable TV, don't you?

Yes. It is law in a lot of different countries, and the current FCC chairman supports repealing net neutrality. It could easily happen.
