The formula of copper(II) and sulfate ions are Cu²⁺ and SO₄²⁻ respectively.

Each Cu²⁺ ion carries 2 positive charges, while each SO₄²⁻ ion carries 2 negative charges. As copper(II) sulfate is a neutral compound, the ratio in number of Cu²⁺ to SO₄²⁻ should be 1 to 1. Hence, the chemical formula of copper(II) sulfate is CuSO₄.

You know that "sulfate" is SO4 and has a charge of -2.
You know that Copper (II) is Cu and has a charge of +2.
So if you have one of each, their charge balances out. CuSO4.
