What is a rough school?
Say, a mother pulls her two children out of a school to move to another one, and she says of the previous institution: "That was a rough school!"
What is a rough school? Does it say something about it's location, the students/ locals, etc?

well, it could mean that the school aspect was difficult, that the students were held to a high standard and thus getting good grades required a lot of effort, but it most likely means that the social environment was fairly violent.
In the US this is often a code word and I'd better not say any more before I get in trouble.
It means the general way of things in the school: children behaved badly, presumably bullying others or being otherwise unpleasant or running wild in the playground and maybe even in lessons. They weren't well disciplined. The head and/or other teachers needed to take control, and didn't, or couldn't for some reason.
