If you buy a used car and pay for the whole thing like you DONT need to finance it,?
Are there still monthly payments you need to pay for and if so what for?

Seriously? If you pay in full you pay in full, Isaiah. Financing or monthly payments would not come into play whatsoever.

I always buy my cars outright.
Save all that interest.
All you pay is the registration fees and insurance.

yes you can pay cash and maybe get a discount for paying cash but you will also need to get it insured and get it into your name with registration and tags.
if you pay cash, you won't have a car payment but you will have to pay

If you have enough cash you can just drive away.
The car is yours, but you'll have car insurance, at least liability insurance, gasoline, oil changes, other upkeep and maintenance, tolls, parking charges, but no more purchase expenses.
Cash sale = no monthly payments
No payments if you pay full price. (Negotiate it down, of course.)
No financing, no monthly payments. The best way to do it.
