By definition, CO₂ is an inorganic compound.

The definition of organic compounds :
Organic compounds are carbon-containing compounds except the oxides of carbon (CO and CO₂) and carbon-containing simple ionic compounds (such as metal carbonates, metal hydrogencarbonate, metal cyanide, metal carbide, metal cyanate, metal thiocyanate).

It depends on its chemical context.
If its the product of an inorganic reaction, then it is inorganic. e.g. thermal decompostion of CaCO3 = CaO + CO2

If its involved in an organic reaction them it is organic e.g. combustion.
