Why is solid sodium chloride a weak electrolyte while aqueous NaCI is a strong electrolyte ?

Electrolytes conduct electricity by mobile ions.
In solid state, the sodium and chloride are well arranged and are not mobile. Therefore, solid sodium chloride is a weak electrolyte.
In aqueous NaCl, the sodium and chloride are mobile and can thus conduct electricity. Therefore, aqueous NaCl is a strong electrolyte.
