In the first section, the velocity in decreasing uniformly. The cart is decelerating (a < 0).
F = ma. Due to a ≠ 0, there is a non-zero resultant force acting on the cart.
Hence, the forces were unequal in the first section.

In the second section, the velocity is constant, and thus acceleration = 0.
F = ma. Due to a = 0, the resultant force acting on the cart = 0
Hence, the forces were equal in the second section.

Answer: D) The forces were unequal, then became equal,
