Does my friend have a mental illness? If she does, which one could it be?

1: She constantly thinks people hate her for no reason.
for ex. she talked to some guys at a party 3 weeks ago and they got along well. Recently she saw them again and they did not greet her or notice her. She said that the guys couldn't even see her but she still believed that they hate her and that they probably say "Uuuuuh she is ugly, she should get the **** out of here!" about her. She says this with a straight face and examples of her thinking people hate her for ridiculous reasons happen every other day.

2: She apologizes constantly and doesn't seem able to control it.
Example: Recently I said to her "I'm going to go pee" She replied by saying "Sorry" (I wish I were kidding) Examples like this happen regularly. Overall she apologizes to me about once every 5 minutes that I am around her (she apologizes to others just as much) and she does it completely randomly. We have told her that this is unnecessary but it seems to be out of her control.

3: She repeats herself over and over again.
She tells the same people the same stories and same exact sentences over and over again. There is a sentence that she has said over 400 times to me. I have asked her about it and she knew that she told me this stuff before but still told me those things again, for some reason

Overall she is completely illogical in her thinking and is an incredibly socially unskilled person,while being very talkative at the same time

Is this a mental illness? What could it be?

Why not schedule an appointment with a mental health professional and ask your friend to go with you for moral support. When they ask what brings you in today you can show them what you wrote and ask them if your friend has a mental illness.
