This minted words include two Chinese characters(西北) and two phonetic pronunciations of “好景”( although, not all correct”) must be written by a novice of Chinese.
hao3 is one of the correct phonetic pronunciations of 好(hǎo),here, 3 is a tone, In Chinese, we have 4 tones in every Chinese word. 好 means good, in this minted words, because it describes scenery, we usually translate it into beautiful.
Xiang, I think(guess) it should be (jǐng), is the phonetic pronunciation of 景, which means scenery.
So the minted words mean -- In northwest of China, (it’s generally sparsely populated, so most of the scenic areas are still unspoiled and worth a visit) the scenery is beautiful.

hao3xiang can mean "...is like..." or "...resembles..."

And as Catherine said, 西北 (xibei) means "Northwest."

So the whole thing could mean "Northwest-style" or "like the Northwest".
