Yes, your system does exceed the minimum requirements but not by a whole lot. The Core i3 550 has Hyperthreading, a higher clock speed, and better IPC performance than a q6600. The GTX 650 is 50% faster than the 9800gt.

Maybe 1080p at low settings but you should be able to play GTA 5 at 1600×900 with no problems.

Your system could use upgrades across the board but the backbone of your system is an old Socket 1156 motherboard which can only accommodate a Core i7-870 at the most. Intel kinda dicked this platform by not releasing Core i7 and Quad Core Core i5 processors with higher clock speeds.

Instead of making any upgrades to the system, it would be for the best to just replace it. You might be able to salvage some parts like the case, power supply, HDD, and DVD drive if they're good.

At the minimum, increasing your RAM to 8gb and upgrading the graphics card would get you better settings in GTA 5.

The game itself requires 4Gb of RAM, and sometimes uses a bit more in some situations.

You should consider upgrading to at lest 6gb of RAM (preferably 8).

It won't run that great and you may need to lower some graphical settings.
