Can semi-permanent hairdye's affect permanent hairdye's appearance?

Right now i've got semi-perm green tips. Today I bought Olia's B+++ blonde hairdye and I want to replace the green, would the green in my hair affect the blonde at all? It's faded but some parts are more vibrant than others.

Hair dye isn't bleach.
Going lighter is difficult without bleach. The hair dye will likely not remove all the green dye. The green would need to be bleached out first.
