While I'm normally a fan of carrying a gun for self-defense, that wouldn't have helped in this case. You'd be firing into a hotel filled with lots of other innocent people.
Perhaps if you had a rifle with scope and could see the guy shooting from the window...maybe. But that's a very unlikely scenario at a concert.

Anyone on the ground who could have "stopped" the shooter on the 32nd floor, would have to be some sort of sharp shooter, with a rifle. So more people having guns in the crowd would not have been the answer.
