Simply the expression √(4x^2)/√(3y)?

There's not enough information to give a good answer.
i.e. There's no mention as to whether or not x can be negative. And, that's important, because, for all real numbers x, √(x²)=|x|.
So, we need to know how x is defined, here.
If x≥0, then absolute value will not be in the final answer.
But, if x<0, then absolute value will be in the final answer.
So, we need to know ... absolute value or not?

The numerator V( 4x^2 ) = 2x, then the original expression becomes 2x / V( 3y ) . But we need to get rid of the square root in the denominator by multiplying the conjugate of V(3y) for the top and the bottom : [ 2x V(3y)] / [ (V3y)( V3y) ] = ( 2x V3y) / 3y
