I have an extoic that I really like the look of but the problem is that I already have another exotic equipped. Is there a way I could turn that exotic into a legendary but keep the same look?

You cannot change rarity of equipment, so no.
There is no transmog feature in this game unfortunately, so just deal with the look of whatever you have

Doubt it. Just keep both in your inventory and switch them round when you need to.
