can i build a non load bearing wall with 2x2 studs?

I have a 16x18 garage that i was thinking of finishing off, i want to put drywall over the cinder blocks and wall mount a tv plus i wanted to hang misc things like shelving and stuff but because its not much space i wanted to use 2x2 s and wanted to know if that would be ok since the walls are non load bearing.
Also i wanted to level out the garage floor with studs and sub flooring plywood but wanted to know what to pack in-between the floor joists to reduce a hallow sound and feeling when walking on the floor and wasn t sure if regular insulation would do.

Use 2 x 4's. For one , the difference is negligible. For 2, it's sturdier and for 3, it's cheaper. (Buy the 2 x 4 and use it sideways if need be...)

When putting your floor on the cement, first put down a good vapor barrier. 3-6 mil plastic is best. Run the plastic up the edges so that the moisture from the cement won't get to the wood. Lay 2x4 "joists" on top of the plastic and insulate with r-19 wall insulation. Lay the lower subfloor floor before you do the walls, as if you are working on a real suspended floor.

Use a 3/8 inch lower sub floor and a 5/8 inch upper sub floor. To cut down on noise AND additional vapor barrier, lay roofing felt (tar paper, comes in rolls) between the layers, overlapping it about 2-4 inches. This will protect your floor as well as give you the sound dampening qualities you want. So it's vapor barrier, joists, subfloor, studs for walls, felt, upper floor.

Rule of thumb when laying the two part floor, cut so that no edge of the upper floor matches the lower floor.

how much of a difference do you think that extra 2 inches of wood will really make? Could you use 2x2 lumber just to hang drywall? Sure.

Could you hang crap on it? Possibly, if you properly anchor the studs to the concrete. That would also apply if you used 2x4's.

Regular fiberglass insulation will do fine to reduce the hollow sounds. You could also use blown in stuff or even balls of newspaper. That really doesn't matter. I doubt you would get much of a hollow sound anyway.
