Bad dogs!" since that really gives the point the author wants to make- that this is a bad thing. It comes late because the author is giving examples of dogs being in places they don't belong, like his gym. An anecdote like that is a common introduction to a general interest article because it draws the reader in, and a narrative is more intereting for readers then statistics.
