Walmart's website says that it will cash a payroll check. So, you should try again.
Otherwise, there are businesses that perform this service. And, some banks will do this even for non-account holders. You have to show ID, and you have to pay a fee. I am attaching an article that lists many places to cash a paycheck. I don't know where you live, so this article will give you options. The article does not mention this, but Kroger has a variety of names around the country, including Smith's, King Soopers, and City Market. So, Kroger can be in many places and you might not realize it.
I think that you would be better off getting a bank account. You just have to keep $100 in it to keep it open.
A lot of small, independent business do still cash checks but usually under a certain amount and if they know you.
Look at the Bank that is on the check. If it is within driving distance, it's worth going to that bank to cash it. There is an underground cash only economy going on and the government hates it because it's a lot harder to track everything you do. I know quite a few people who cash their paychecks and pay their bills only with cash or money order to stay under the radar.
Nowhere will cash it instantly unless you want to pay too much, as you seem to know already. If you want all of it you will have to bank it and wait if they won't let you draw against it early.
Banks cash checks. If you don't want a bank account, you don't get your check cashed. But good for you, live the way you want.
