why did the house we moved into have unusual electrical wiring and strange wallpaper?

We moved into a lake house last july and the house was given a quick over inspection before we moved in they said there were additional outlets and tested them and said all the electrical outlets worked.

Recently, my son and daughter were snorkeling in the lake by the dock and noticed a metal rod driven into the lake bed under 10 feet of water which had bare copper wires attached to it. They also found bundles of orange cords running underwater. In addition were several bundles of blue cables and black cables, and a couple thin beige cables.

These cables all connected to some wooden junction boxes beneath the dock. The boxes were labeled (NetAnonDirectMains, TelcomDirectMains, GND, PlantLgts, BTCMine, CraftLab, Phase1, Phase2, Phase3, HVSinglePhase), and wires led from those boxes to a six inch pipe and under the yard. We also found an underwater garden hose marked ClearWater, and one marked GASMAINS.

We tried turning off the power to the house, and the outlets in the craft room still remained energized, and the many outlets in the attic were also still energized.There is a knee wall in the attic and we hear a loud buzzing behind it even when the power is turned off to the house.

There are also unusual phone/net jacks in the basement, and craft room, and a whole bunch of strange net equipment in the basement utility room.

The craft room also has tinfoil behind the wallpaper and under the carpeting and there is even wallpaper with tinfoil behind it on the ceiling.

We tried turning the water off to the house, and the craft room sink still had water to it, and we tried running water in the sink, and we hear a strange gurgling sound under the dock whenever the craft room sink is used. We also found unusual spigots in the attic that still work even when the house water is off. We notice copper ground wires connected to the stainless steel countertops in the craft room. Why are these needed.

The former owners left behind a lot of paper crafting supplies, and stuff that would be used to make really nice greeting cards and the pop up cards and such, and the attic is littered with postal guides, and lots of old magazines about who is who, and there are tons of annotated maps left in the attic. and we found a partially done greeting card left beneath attic floorboards with a pocket in it that had protruding wires from it. We also found lots of network wiring in the attic that wasnt used

How can we safely disconnect the questionable wiring. We cant find a circuit breaker or GFCI for it anywhere in the house. We don't dare open the electrical boxes under the dock because they probably have live wires in them, and they are only accessible by swimming. The former owner was a guy in his 50s who was fired and then divorced and was a christian fundamentalist based on a notebook I found up in the attic. He wrote about how"GOD" didnt agree with what was going on in the arts scene today.

I doubt a man in that situation would be crafting frilly girly greeting cards and such, and was he buying the greeting cards from some crafter, and using them maybe to smuggle drugs. I looked up BTCMine, and I was wondering if he was stealing juice to power his bitcoin rig that he uses to counterfeit bitcoins to buy supplies to grow weed. Why would wires be pointing out of a greeting card. I am probably going to call the police because my research indicates it could have been a dope grow.
