Better to be fit and healthy. However, if a person is choosing to be overweight or under weight, over weight would be better for the body. Underweight would mean the body has to feed on itself to get the energy it's not getting through food/beverage.
However, it's possible to be somewhat overweight or under weight and still be healthy. Not being an idea weight doesn't automatically mean a person has health issues, but it does raise their risk for developing certain ones.
