Can cigarette smoke that come from another house in the same building create a yellowish greasy tar to my TV? From neighbors?

No, but frying food all the time might do it.

That could happen Only if there was a direct path for the smoke ---
it would literally need to be piped in and directed at the TV!

Tobacco smoke deposits are brown, not yellow (but early ones may appear yellow).

What is on your TV is coming from your own kitchen.
The only practical remedy is a combination of better smoke / vapour extraction
and moving the TV farther from the stove.
