I used the international call with the work phone that my boss let me keeping. Can he sue me or call the police? What happens if he calls?

That all depends on your , it is within his or her rights to do anything for take the cost out of your paycheck to take it out of your check and fire you. Look to the whatever information or instructions your employer outlined upon giving you the phone.

What the Hell did you do that for? Why don't you tell him you did it, you are sorry, it was an emergency and ask if you could pay him for the call?
