Could even the brightest neutron stars be seen from the same distance as proxima centauri,if not what would it look like through a telescope?

Definitely. Here's one that states the brightest one ever found puts out the same amount of energy in one second as our sun does in 3 years... https://www.jpl.nasa.gov/news/news.php?feature=6760

Most, however, are not this bright...
