Is the problem the charger or motherboard?

My laptop shut down when in use without it me message and it wouldnt turn on with the charger without it and i tried the press the power button for 15 seconds and nothing its dead. I took it to a shop and it said it could be the charger or the motherboard .when they did the voltage check when the charger was plugged in it went from 19 v to 1 v and when its not plugged in its the same voltage . The charger had some pretty bad usage , the power suply always hit the ground , pulled the cord too much and the hard disk died off heat and i got a replacement. Its a hp

any repair shop that cant tell the difference between a faulty charger or motherboard is useless
( most chargers will give the correct voltage even if faulty
the key is - can they still give that voltage (or close to it) when under load?
easy way to check- just connect the psu to a load
Ohms law will give you the resistor value for the amount of current you want to test (say 1 amp = 19ohm resistor)
all you gotta do is get a resistor capable of dissipating the watts generated ( 1 amp at 19 volts = 19 watts, 2 amp = 38 watt)
and keep well clear cos its gonna get hot
If the psu is still @19v or close to it then its ok (it certainly WONT be 1v) - that only leaves the motherboard (OR the battery if its plugged in- remove the battery and it will confirm if its battery or motherboard)

Before I got to the end of you comment, I knew it would be a HP. I've had HP printers, desktop PCs and accessories, and ALL of them failed without any warning. (The desktop used to shut down while I was using it. The HP monitor simply stopped working one day. The keyboard simply wouldn't respond one day. Same with the printer (and I had just refilled it with ink not long before!) I may be wrong, but it seems as though HP has built-in-obsolescence to force consumers to upgrade after a few years. I upgraded all right ... to another brand! And it's been smooth sailing ever since.
