If your tire pops and wires are sticking out of the car is that consider a car accident or no?

What wires? There are no wires that would normally be exposed after blowing a tire. Sounds like a dumb blonde question to me. Bleached your hair recently have you?

did you crash into something after the tire popped? That would be an accident. A flat tire is not an accident.

No, I do not think so, unless you hit something as a result of the flat.
Wires sticking out fro some unspecified location are not likely to be the result of a flat.

Blowing a tire would not cause wires to start sticking out of your car.

I suspect you're wondering if you can get your insurance company to pay for repairs to your car:

Most tires cost less than $200 and most insurance coverage has at least a $500 deductible so if it was just a blown tire they wouldn't cover anything. If the blown tire caused more damage such as bent suspension system or caused you to crash into something they might cover it IF you have full coverage collision insurance.

They would never cover the random wires because there's no way that could be related to the blown tire.
