請問知識大大們，此句的but 後面為什麼是接Ving(banning)呢？banning後面的smoking是名詞，還是因為ban後面要加ing變動名詞呢？謝謝：）

那是因為需要與 "Stopping the sales..."(分詞片語)來對比.X has not kept them from smoking, but Y has.
