關於If there is no rules to forbid........ 這句句子的結構?

這是一個條件子句，應該寫作 If there "are" no rules to forbid them bulling and saying bad words, ....
因為there是副詞，是主詞補語，真正的主詞是rules，所以be動詞應該與複數主詞一致，不能用is，否則主謂不一致（主詞與動詞在數上不一致）。
no是形容詞，可用於單數、複數或不可數名詞前，表示一個也沒有。

上述的條件子句也可以寫成：If no rules forbid them to bully and say bad words,...
但修辭上用there are的語氣會較緩和，因為句首不立刻出現新的資訊。

not與all, every, both, always等連用時，表示部分否定，如：Not all the bees go out for honey.或Not everyone can succeed.

未見過以not any連用來代替no的。雖然I have no money. = I don't have any money.但這裡的not是與助動詞do搭配的。
