What does it mean if a guy stares at you but doesn't talk to you?

This guy literally stares at me all the time. His friends stare at me too. He always pops up everywhere on purpose just to stare at me. He raised his eyebrows when he does it. He smirked at me. He tells me he wants me to leave him to leave him alone but he pays so much attention to me and stares at me. What does this mean I'm so confused.

Guys stare at girls for a lot of reasons. A guy might be thinking 'Wow, that's the most beautiful thing I ever saw!' (And this might have nothing to do with sex. I find myself sometimes staring at toddlers because they are just so beautiful! I've seen ugly infants but never an ugly three year old!) Or a guy might be thinking 'Look at that nose! How does she manage to hold her head up with a nose like that?'
Looking at a girl and approaching her are two different thing. When I was young (long time ago) I didn't talk to girls because I didn't know how. I was afraid of being rejected. Plus girls mystified me. Their whole thought process is different and that's a little scary for a guy. They say boys who have sisters do better with girls because they know how girls think, what girls want. It sure didn't work in my case.
