Some of my games lag and I am wondering whether it is my processor or graphics card. I am trying to get a new processor, but I am wondering if the problem is actually my graphics card. My graphics card is really good but the only problem is the storage or memory on it. The processor is slow in speed, and it is a really bad processor. I play the newer stuff like Fallout 4, PAYDAY 2, some old stuff like Skyrim, Oblivion, Garry's Mod, and a few others. I play Friday the 13th, and I have to play on High instead of Ultra, don't know why, but that is just some background info. So, which one is doing me bad? Is it the processor, the graphics card, or both?

The easiest way to do this is just watch their usage.
Start with the GPU, use a program like GPU-Z that will show you your GPU load. If it's maxing out, then that's what your computer is waiting on. If the GPU isn't maxing out, then it's probably waiting on the CPU.
Don't just go off of people's guesses. For example, with the games I'm playing my best setup is a faster i5 and a cheap R7 250 video card because I play very CPU heavy games. It would be a waste of money for me to buy a faster GPU because my games are still waiting on the CPU.
The FX 4300 shouldn't be terrible with most games, but it is getting a little old.

Your cpu is outdated. But your graphics card is a low end card as well. The RX460 should be able to play modern games on medium settings at 1080P pretty well, but don't expect ultra settings out of a card like this.

not many games use all four cores on a CPU check the single core benchmark you may find a faster two core cpu works better if you don't multitask much, and as always more memory usually improves things

Actually both your CPU and graphics card are weak, but the moment they are reasonably balanced. For any improvement you need to upgrade both unfortunately
