will a dog cage keep squirrels out of the garden?

If i used standard dog cages to put potted plants like cherry tomatoes in, would the cage be small enough to keep the squirrels out from digging in the plants as well as stealing the tomatoes?

Possibly - depends how close the wires are. Wrap with hardware cloth to be sure.

No, they can get between most of the wires. Use a bird netting, any garden center sells those.
