I am planning to apply for the US citizenship as a permanent resident. Does it matter if I didn't file a tax to IRS because of no income? for 1.5 years? Can they deny my naturalization because of that?

Yes. The taxes that were recently filed was for Jan 2016-Dec 2016. She can file a 1040X, to adjust her filing. It is a simple form, only need to enter the information that changes, everything else remains as it was. Your filing is of no concern for your mother's tax filing. If you had no income, there is no reason to file a tax return.
You'd need an ITIN/SSN. You should have an SSN if you are a legal permanent resident.
She can only claim you if you have a social security number. She can file an amended 2016 tax return.
