Each O atom forms 2 covalent bonds and has 2 lone pairs of electrons. As there is 1 O atom, there are 2 lone pairs of electrons on this O atom.

Each Cl atom forms 1 covalent bond and has 3 lone pairs of electrons. As there are 2 Cl atoms, there are 3 × 2 = 6 lone pairs of electrons on these 2 Cl atoms.

Each H atom forms 1 covalent bond and has no lone pair of electrons.

Hence, total number of lone pairs of electrons in C₂H₂Cl₂O = 2 + 6 = 8

The diagram below shows a isomer of C₂H₂Cl₂O which has totally 8 lone pairs of electrons.
