持有香港特區護照，如果由陸路經美國到加拿大，是否要申請eTA visa？

The answer is yes, unless you have a Canadian visa and use that to enter Canada. Also - you are also exempted if you have a Maple Leaf Card.

The mode of transportation does not impact if you need to apply or not.
