A solution was prepared by 14.8g of soduim hydroxide in 600mL of water in flask #1. At this point, 127mL of the solution was diluted to 1.5L in flask#2. What is the concentration of the solution in flask #2?

Calculate the molarity of the initial solution:

14.8 g NaOH / 40.0 g/mol = 0.370 mol NaOH / 0.600 L = 0.617 M NaOH

Now, use M1V1 = M2V2 to calculate the final concentration:
0.617 M (127 mL) = M2 (1500 mL)
M2 = 0.052 M NaOH
