invented.. it can't be discovered because it had to be made by man

ARPANET adopted TCP/IP on January 1, 1983,
then from there researchers began to assemble the “network of networks”
that became the modern Internet.
The online world then took on a more recognizable form in 1990,
when computer scientist Tim Berners-Lee invented the World Wide Web.

Invented, because it didn't exist beforehand.
America was "discovered". It was there all along, just Europeans didn't know about it. So Columbus didn't "invent" America, he "discovered" it.
Invented. It didn't exist before, so it couldn't be discovered.
Sheesh, I thought everyone knew that Al Gore invented the internet.
Vinton Cerf and Robert Kahn were the two people to create the internet we use today.
It was developed by our armed services for quick and private communications between different services. It went public after it was no longer needed by the government for private communications.
I'd say invented but not in one instance. First was the invention of the computer, then the invention of the network followed by the need of the military to connect different networks so they asked the help of university nerds which led to the invention of supercomputers, more efficient network architectures and a standardized internet protocol whereby computers would be able to understand each other more easily which is what we now have.
