你的寫法其實不錯了,只是要配合句子的內容:
按你中文的意思:做出批評之前最好全面的考慮他人的狀況
我會選用
Before making criticism, it is better to consider the circumstance.
中文的"他人"在英文寫法中是意會是"人的處境/狀況),不用寫明"of anyone/others/people"等名詞。另外cirticism其本上的"不可數"的意念,所以一般不會用a/one/number的。
你的另一選擇只是用"被動式"或者以"第三者"評述/指令的角度來寫/講,但後句的寫法則會較複雜:
Before criticism is made, you should consider the circumstance.
這些句的用詞只是"最基本"的意思,當然還可以在這基礎上增加更詳細的意思,例如指明是"誰"作批評/批評的"誰"/是"甚麼的"狀況"。

兩個不太一樣 criticism是指批評 judgement是評論;論斷。我覺得不太適合替代。

criticism is uncountable. But you may say "a criticism", but not "two or three criticisms", (well, you can say it, but it´s not natural, rather "critical comments")
