There are several objective reasons:
1. Macau's population is less than 700,000 people, 10% of Hong Kong's population. Also, the largest non-ethnic Chinese population in Macau is Portuguese, which is not as diversified as Hong Kong.
2. Macau's media are not mainstream enough.
3. Historically, Dr. Stanley Ho de facto rules Macau (Dr. Ho is Macau's largest employer, through a variety of companies he owns and/or control). Both Portuguese Macau and Macau SAR Government does not have a much influence as Dr. Ho.
