業主扣除按金問題？

若租住期間，業主與租戶在某些費用上有爭拗，業主可否在這些費用問題仍未獲雙方妥協的情況下，業主可否只通知一聲便在立租時所交的按金內扣除這些未獲協議的費用呢？例如水電費？
