Can a secondary (high school) school teacher prevent you from taking your national exams because you have a beard & it's against the rules?

Since you have a beard in secondary school, you are probably older than your classmates. The school should make special arrangements for you to take the exam in a different place with a proctor supervising. Your family may be billed for the cost.
