Standard form would be to list the ingredients and how much are needed first and then add step-by-step directions below.

There isn't one. But what you will normally see in a cookbook is the list of ingredients and how much of each, usually in the order you need them, followed by how to make it.

This is the obvious convenient way so you know you have everything you need before you start, or you know you don't so you can put it on your shopping list and have everything to make it later.

And if you like, you can do the "prep" first so it's all ready to start cooking. Often that's actually specified in the ingredients list. It might say "1 onion, finely chopped" so the method itself doesn't say "Finely chop the onion". Maybe you've seen chefs on TV chopping things really fast. They know they can get it done while something else is going on in the pan and finish the whole thing quicker. But if that's not you (it certainly isn't me, though with practice I get better at it!), it's good to get all the knife work done first so you don't feel you're up against a deadline.

This is especially true for a stir-fry. You're cooking everything so hot and fast that there is NO WAY you have time to break off and chop something up. It's a STIR-fry and it'll burn if you don't keep it on the move.

I do have a recipe that doesn't start with the list of ingredients, but then you have to read the whole thing to find out what you need. Not ideal.

List ingredients from greatest amount to least amount needed.
OR
List ingredients in order of use. Either of these would be acceptable.
Instructions as to pan size if necessary.
Oven temperature. and if racks have to be positioned in other than a "normal" way. Higher or lower in the oven.
Any work that needs to be done first should be listed first. (grated carrots that need to be tossed with sugar and allowed to sit for an hour) ((This take from a favorite carrot cake recipe of mine))
Then list the instructions in order that the recipe must be done Example...Beat eggs, gradually add sugar and continue beating until pale yellow and double in size..
Once all ingredients are listed and how to incorporate them in to the item then how to pour into pan then how long to bake.
How to test to determine if the food is done.
How to cool or rest.
How to store leftovers.
