Sorry, because the words-sequence of the above sentence is in disarray, so the above sentence makes no sense to me.
If the sentence changed to
“毛泽东之前死時-acceptable(之前毛泽东死時-acceptable/毛泽东死時-good/當毛泽东死時-best), 你是在那裡(你在那裡)?”
Then it has a direct meaning “When 毛泽东 died, where were you on that date?”
Because the death of 毛泽东is a big event happened in China long time ago, and everyone who aren’t old enough wasn't born at that time. So in this verbal language, if there is a generation gap between the speaker and the listener and the speaker’s mood is not kind, then very possibly the speaker might hint/suggest “you’re too young to know everything.”
P.S.
"之前” is redundant here, because “死 –died” has a meaning of “in the past time – 之前”, so in verbal language it’s not needed. But in some situations in writing, putting “之前” into sentences, do make it nicer.
