Do I qualify for 5 point veteran preference?

I passed the Exam 473, and I received a system generated e-mail today from USPS about how I don't qualify for 5 point Veteran's Preference. I'm pretty sure I served during a time of war (Operation Enduring Freedom, from 2011-2014). I politely wrote an email back, but I'm so confused right now. Maybe they just don't know or maybe I'm in the wrong and missing something?

Any help is appreciated.

Serving during a "time of war" is NOT a requirement to get the VP points.

Now, since MOST jobs(first responder and SOME federal jobs) now require military service or a college degree. If a certain percentage of veterans apply. The VP points will NOT be awarded because it makes the points pretty much useless giving them to half of the applicants.

When I took the FDNY, NYPD, USPS and ATC tests. Less than 7% of the applicants were veterans. Before I retired. More than 47% of the applicants were veterans. So the points were not awarded.

Now, I can NOT tell you if that is the case here. But I ASSUME it is.

Note- In 84', I received 10 points and scored a 110 on all FOUR tests.

Persons claiming 5-point veterans’ preference or preference as a sole survivor must have been discharged or released from active duty service in the Armed Forces under honorable conditions (see 232.3h) and have served in one of the following situations:
During a war.
During the period April 28, 1952, through July 1, 1955.
For more than 180 consecutive days, other than for training, any part of which occurred after January 31, 1955, and before October 15, 1976.
During the Gulf War from August 2, 1990, through January 2, 1992.
*******For more than 180 consecutive days, other than for training, any part of which occurred during the period beginning September 11, 2001, and ending August 31, 2010.
In a campaign or expedition for which a campaign medal has been authorized. Any Armed Forces Campaign or Expeditionary Medal qualifies for preference.

war has to be declared to qualify as war time
the operation you were in was not declared to be a war, in fact we have not had a war since WWII, all these others are 'skirmishes', no one in Congress wants to declare war but are willing to endanger our men and women in petty fights
