Whose responsibility should it be to teach consumers to spend and borrow responsibly?

Parents! Parents are the ultimate role models & teachers in this. Parents' attitudes toward money, spending habits, training, etc, are so deeply ingrained from very early childhood, it is extremely difficult to overcome them in adulthood.

Parents. However, many parents do not spend or borrow responsibly. It is really up to each individual to make their own decisions. It is not anyone else's responsibility to teach them how to behave.

Schools should offer at least one half term on how to live with financial responsibility.
Their parents often don't have the knowledge, the kids know nothing about credit cards and ratings and how they affect your future, in fact by college many kids get cards and don't keep track of what they spend. Things like bank fees and APR, deposits are not in their vocabulary. Basic taxes should be taught. I've never used geometry in my life, but economics is a daily need.

I think life skills like this, along with basic first aid, how to fill out your tax return, etc. should be taught in school as a requirement for high school graduation.

They should also include some basic civics - how the government is set up and how it is supposed to work...

But conservatives will not want any skill taught that requires thinking...
