They're trying to provoke America. They're trying to see how far they can get in until we react. They WANT war. They've always wanted war.
The USA purchased Alaska from Russia in 1867 for $7.2 million. Just tell Uncle Vlad that if he doesn't keep his part of the bargain, you'll want your money back (plus interest).
This stuff happens all the time, I have heard several vets who used to be stationed out of Alaska at pilots. The media loves to make insignificant stuff into something special.
Russia misses the Cold War days. Putin Loved being in the KGB during those years and he wants an excuse to return to that era.
