Card declined by issuer when signing up for paypal?

I called the bank assuming they were the ones declining my debit card but they said they can't deny anything when you're signing up for an account (such as paypal) and that it isn't on their end so how do i fix this issue? I want to use this card for paypal.

i thought paypal required that you use a credit card and refused debit cards ... am i wrong?

You stop trying to use debit cards to sign up for PayPal. What you "want" is impossible. PayPal does not allow you to use whatever card you want. You must use a card they allow -- or you cannot use PayPal.

PayPal doesn't USE debit cards, only credit cards. You need a credit card plus a bank account number.

PayPal accounts are usually linked to a credit card. Is your debit card linked
to a bank account? All PayPal accounts must be verified or they will not be
accepted by eBay sellers. Settle it with PayPal.
